德國在臺協會發布,四位歐洲專家2/29日起參加「台灣歐盟人權法制交流計畫」。計畫中包含一場在立法院舉辦的人權法制研討會、一場與台灣人權團體的討論會,以及三場分別在台北、台中及高雄舉辦的公開演講。
此次歐洲專家團由英國上議院議員普維斯爵士(Lord Purvis)領團,成員包括德國柏林法務部矯正刑法司邁能司長(Gero Meinen)、英國諾丁罕大學比較國際刑法施密特教授(Dirk Van Zyl Smit),以及歐盟執委會司法總署葉妮卡法務政策官(Katarzyna Janicka-Pawlowska)。
專家團將於三月一日參加與「立法院跨黨派人權促進會」合辦的「台歐人權法制交流立院研討會」。專家們將針對歐洲被害人權利保障體制、死刑的可能替代方案、刑犯更生與服刑後處置,以及歐洲廢除死刑經驗等議題進行分享。前法國法務部長也是前法國憲法委員會主席巴丹戴爾先生(Robert Bandinter)也為此次研討會特別錄製一段短片,與與會者分享法國經驗。
專家團將於訪問期間拜會總統府人權諮詢委員會成員及不同的政策制定者,專家們也將前往台中參訪台中監獄,另前往高雄參訪高雄地方法院,以更加認識台灣的司法及矯正體系。專家團也將參與三場對外演講會,希望藉此與台灣民眾直接溝通。
歐洲專家團是由英國在台辦事處、法國在台協會、德國在台協會、歐洲經貿辦事處與台灣的合作單位所共同邀請。
歐洲經貿辦事處馬澤璉處長表示:「台歐盟人權法制交流計畫是台歐雙方緊密合作下的成果,同時提供一個寶貴的交流平台,期望這個計畫能讓台灣在人權議題上持續與國際接軌。」

Four European experts will participate in the 2016 EU-Taiwan Human Rights Exchange Programme starting on 29 February. The programme includes a seminar at the Legislative Yuan, a workshop with Taiwanese human rights NGOs, and public talks in Taipei, Taichung and Kaohsiung. The programme aims to facilitate serious exchanges on the subject of human rights legislation and practices between the European experts and Taiwanese legislators as well as other legal professionals.
The members of the European delegation is led by Lord Purvis, a member of the UK House of Lords, and includes Gero Meinen, Director of Department of Correctional Services and Criminal Law, Ministry of Justice of the Federal State of Berlin, Professor Dirk Van Zyl Smit, Professor of Comparative and International Penal Law of Nottingham University, and Katarzyna Janicka-Pawlowska, Legal Policy Officer, of the Directorate General of Justice, European Commission.
The delegation will contribute to the "2016 EU Taiwan Human Rights Legislative Seminar" organised by the Legislative Yuan Cross Party Human Rights Promotion Association. The experts will give presentations on the protection of victims' rights in Europe, possible alternative sentencing to the death penalty, rehabilitation and post sentence treatment of offenders, and Europe's experience in abolishing the death penalty. A video message recorded by Mr Robert Bandinter, former French Minister of Justice and Former President of the French Constitutional Council, specifically for the EU-Taiwan Programme will also be played during the seminar.
During their stay in Taiwan, the delegation will meet with members of the Presidential Office Human Rights Consultative Committee, as well as other policy formulators. The delegation will then travel to Taichung to visit the Taichung Prison, and Kaohsiung to visit the Kaohsiung District Court. The delegation will also participate in three public talks to be held in Taipei, Taichung and Kaohsiung.
The delegation of European experts was jointly invited by the British Office, the French Office in Taipei, German Institute in Taipei, the European Economic and Trade Office and other Taiwanese partners.
